The bandh which began at 5am in the morning remained peaceful throughout the state barring a few stray incidents where bandh enforcers pelted stone at police vehicles near Naharlagun, Capital SP Seiju P Kuruvilla informed.
Reports from other districts revealed that the bandh was total and incidents free.
The state government in an order had declared the bandh illegal and directed all the departmental heads to ensure full attendance during the bandh period.

However, shopkeepers of both Upper and Lower Markets closed their shutter downs after few hours. Private vehicles remained off the road and there was no report of untoward incident so far. Police and Magistrates were deployed in colonies to maintain law and order.

AAPSU feels regretted for inconvenience caused to the citizens during the bandh but there is no other option to draw attention of the “deaf and dump state government” towards its demands for solution, the release said.
Reiterating that the demands which are placed by the apex student body of the state are very genuine for entire students community and state as a whole, the release further said that AAPSU will continue their democratic fight against state government till the demands are fulfilled.
The release further said that AAPSU is constantly in touch with the teams of all the districts and directing them to exercise fullest democratic protest in their respective places.
AAPSU exempted movement of milk van, press vehicles, ambulance, pharmacy and PCO, the release added.
CM advocates for appointment of tax consultant
ITANAGAR, July 9: Chief Minister Nabam Tuki opined for appointment of a knowledgeable tax consultant of repute to guide the State Government to increase its tax base for generating more revenue. He shared this in a high level interactive review meeting of Tax & Excise and State Transport Department that was organized in the Conference Hall of Chief Minister’s Office here yesterday.
While lauding the department for being the highest revenue earner of the state, Tuki stressed on more efforts to plug revenue leakages. It was also discussed to constitute a committee to look into the matter of double taxation.
He chaired the meeting to ascertain the functioning of the department as well as the revenue collection in the last financial year and possibilities of increasing the collection in the current financial year.
The meeting was also attended by his Principal Advisor Kameng Dolo and T Taku, Parliamentary Secretary (Tax & Excise) besides host of officers of both the departments.
Taku highlighted the problems of the department and requested the Chief Minister to organize a meeting of all Deputy Commissioners to discuss the issues relating to TDS and office accommodation to resolve them.
Joint Commissioner (Tax & Excise) T Jonkey stressed on involving the Deputy Commissioners to monitor the TDS collection and highlighted the problems of the department including lack of office accommodation and fund allocation for office expenses.

While discussing on the State Transport, the CM directed the department officers to ensure compulsory insurance cover on all STS buses. Besides conducting in service training and health checks for drivers on regular intervals, it was further decided to send the unproductive staff on VRS.
The meeting also resolved to take up with GoI for buses under JNNURM and special assistance for purchase of buses for rural areas. The department also proposed to provide at least one new bus in each district of the state to augment the aging fleet.
The Chief Minister gave a patient hearing and assured to look into the genuine problems faced by the departments.
SCPC adopts four mentally retarded persons
PASIGHAT, July 9: Continuing its philanthropic work, Siang Christian Prayer Centre (SCPC) here has adopted four mentally retarded persons, including three women, who had been loitering in Pasighat Market area recently, for their treatment.
Rev. Dr. Takeng Taggu said, “The SCPC centre is open for all and we have been taking care of many mentally retarded persons who were left unattended. We also offer burial grounds for burying bodies to those people who don’t have lands for such purposes irrespective of caste, creed and religion.”
According to Dr. Taggu, the four mentally retarded persons have shown sign of improvement and are participating in the prayers.

Mass plantation marks Van Mohatshava

The programme started with mass plantation along the rural roadside and in the campus of Pam village Upper Primary School followed by discussion conservation of ecosystem in the area.
Explaining the significance of the Van Mohatsava in the meeting, the Range Forest Officer (T) of Nari, Omang Moyong(Bam) discussed on various ecological issues related to plantation and conservation of the natural resources. She said that Vana Mohatsava is celebrated to encourage plantation activities among the school children, teachers and common people. She said “Massive plantation in the wastelands, roadsides and human habitats besides compounds of school, office and other institutions is need of hour to protect the natural environment.
Stating that plants gives food, timber, shelter and medicines, the lady Range Officer requested the young students to take care the planted saplings for their survival and also urged the teachers to monitor the protection activities. She also appealed the users and timber traders to evaluate a tree from ecological angle instead of seeing it from economic point of view. She had expressed pleasure for massive participation from the local people in the programme.
The forest officials in the meeting lamented that the department has no fund for conducting environmental awareness camp. Even the Range Officer has not a single nursery of its own to supply selected sapling to the local people. However, the officials managed to supply as many as 500 saplings including some fruit plants, which were planted aside the rural roads and school and office premises of Pam village.
Expressing concern over the reported cases of hunting and fishing activities rampant in the protected areas, the Range Officer requested the local GBs and PRI leaders to cooperate the department to check the illegal activities.
Speaking on the occasion, Veterinary Officer of Nari, Dr J Bam suggested the local people to protect the natural resources for the sake of their decedents. Bam, who earlier served as forest officer emphasized on mass awareness program on the environmental issues among the school children.
Among others, Pam Anchal Member Kenmi Nyodu, Head GB Tatu Nyodu, former ASM Mito Nyodu, Pam school headmaster Toi Nyodu and SMC president Komgo Nyodu besides students also spoke on the occasion.

Good initiative
These days local MLAs of Arunachal are busy touring their respective home constituencies to take stock of ongoing developmental activities. It is really admirable steps being initiated by elected representatives. The visit will not only offer them the chance to get firsthand knowledge of ground realities, the public too will get opportunity to interact with their elected representatives. But these MLAs should not make visit just for publicity sake. They should use the experience for the better development of his/her area.
The MLAs should conduct tour of their respective constituencies on frequent interval and not make it once in blue moon kind of occasion. Also it is noticed that every time after general election, MLAs conduct transfer and posting. Maximum effort is put to ensure that his/her opponent supporters are transferred out to far flung areas. Such kind of vindictive attitude is not the sign of true leader. In democracy people have right to exercise franchise as per their own likes and dislikes. Large scale transfer and posting also affect developmental process.

Equitable distribution of development
Dear Editor,
This is regarding establishment of educational and other institutions in Papum Pare district. Before and ever since attainment of statehood every major higher educational and technical institutions are being established only in and around capital complex.
RGU, NERIST, North East homeopathic medical college, NIT are already established and Arunachal state medical college and hospital is going to be established as well. There are two colleges already and it is unfortunate that till today some district even do not have degree colleges.
So in my opinion the proposed AIIMS and IIM should be relocated to some other part of the state. Pasighat Roing, Tezu, Khonsa or Anjaw, Aalo, Yingkiong, Mechuka & Dumporijo, Tawang, Bomdila, Balukpong and Seppa are ideal locations.
All developmental initiative meant for whole state should be equally distributed instead of concentrating only in one district.

Recently it has come to our notice that some private professionals are cheating the local villagers by extracting handsome amount of money in the name of Ayurvedic treatment and assuring falsely that they belong to Ayurveda Regional Research Institute, Itanagar) or linked with this Institute as an NGO.
These cheating professionals have even assured refund of money by the Ayurveda Regional Research Institute/ Ayurvedic Hospital located at Mithun Gate, Itanagar in case of failure in treatment. Now many patients and their relatives are enquiring about the facts. Don’t deprive students of admission
Dear Editor,
Through the column of your esteemed daily, 1 want to convey a message to the administrative head of Dera Natung Govt. College, Itanagar.
This time the admission policy of D.N.G.C has been changed tremendously as per a notification. Did the policy makers, for once imagine the probable consequences of the notification on the students?
In fact it has been clearly mentioned that the intake capacity in first semester for various stream i.e. BA, B.Sc & B.Com are 1000, 300, 200 respectively, which is very low in comparison to previous years.
Further, the mentioned allocated seat will be classified into catchment and non catchment area. Since the D.N.G.C being the capital college, students from nook and comer of Arunachal wants to study and learn new things.
Instead of limiting the seats, the effort should have been made for the improvement and development of the infrastructure. It would have been more appreciable. I disagree with the board for their irresponsible decision.
The admission to D.N.G.C has already been a serious problem since the last few years.
I am from Changlang district which also have a government college. But the college is in most pathetic condition and it offers honours courses in very less subjects.
What would be the reason to remain in such an infrastructure deprived college?
Hence, it is my earnest request to our education minister, head of education department and students union to intervene in this matter at the earliest for a permanent solution.

Improve essential services
Dear Editor,
I would like to attract your kind attention towards inability and inefficiency of
the concern departments and the leaders of Chayang Tajo circle under East Kameng
in providing electricity for the last 7-
Before that even if it was for the name sake, we got electricity but now it’s totally cut off. One of the key challenges of the power sector is rural electrification. But, here the people are dependent on the traditional use of wood and often use primitive and inefficient technologies.
Another big issue is the telecom crisis.
About two years ago, a BSNL tower was constructed at Damdela Tajo which has not been activated yet.
The people of Chayang Tajo circle are totally cut off from the rest of the world in terms of phone communication. We have been complaining to officials of BSNL at various levels with no tangible results.
Being a border area of the country, it’s the foremost duty of the concern department and the leaders of the particular constituency to provide electricity supply and phone connectivity from the security point of view.
We know that Chinese army do frequent the border areas of our country. Besides, there have been law and order problems in the area.
It is also advisable that ADC independent office start functioning regularly in order to sort out the problems being faced by the people.
I would like to request the state government to activate BSNL service and improve telecom services in rural areas.
As per the electricity is concerned, it is the backbone for any sort of developmental activities.
So, it’s my heartiest request to the concern departments and political representative of 9th Chayang Tajo Constituency to look into the matter for the well being of the common people of the area.
